The Legacy System is WoW Forever's account-wide progression: you complete challenges, earn Legacy Points for your whole Battle.net account, and each character spends them on perks that aren't raw power. Blizzard published the full list on September 23. Here it is in one place.
In short: it unlocks with your first point, which for almost everyone comes when a character reaches level 25. There are 65 challenges, each worth one point, and at launch each character can spend up to 16. You don't need alts: a single character can reach 29 points.
How to unlock it
You get access to Legacy as soon as you earn your first Legacy Point. There are three early ways to do it:
- reach level 25 on a character, which is the usual route;
- reach 150 in a non-gathering primary tradeskill;
- explore the entire world map.
Open it from the shield icon on the menu or with the Y key.
The 65 challenges
They work like achievements in other versions of WoW, but focused on character progression. Each one is worth one Legacy Point, and points are Battle.net account-wide, available to every non-Hardcore character.

The 16-point cap per character
Each character spends the account's points on its own, independently: you can have one specialized in tradeskills and another in adventure. At launch, the cap is 16 points per character.
Blizzard gives two reasons for the cap: new players shouldn't fall hopelessly behind, and alts shouldn't be required. The math works: one character can earn 3 points from leveling, 6 from its two professions, 12 from PvP, 2 from Adventure and 6 from dungeons and raids, 29 in total. Alts add points to the account, but they don't raise how much each character can spend.
The 21 perks
There are three trees with seven perks each. Blizzard describes what each one does, but hasn't published their numbers or how many ranks they have. Wowhead's calculator pulls them from the beta client and they can change before November 4, so here are the official descriptions only.

Account rewards
Besides being spent on perks, points accumulate on the account and unlock toys and cosmetics. There are four at launch, and Blizzard promises more with every content update:
- Replica Ironforge Air Rifle: a toy that stuns other players and keeps score.
- Spectral Bear Cub: a pet inspired by the Dwarf Hunter and his companion in the Forever cinematic.
- Spectral Bear Tabard.
- Reins of the Spectral Bear: a spectral mount.
Blizzard hasn't said how many points each reward needs.
What about Hardcore?
Hardcore won't be there at launch. When it arrives:
- challenges completed on other rulesets won't count in Hardcore;
- challenges completed in Hardcore will count everywhere else;
- since PvP challenges can't be done there, Hardcore will launch with 12 challenges of its own.
What's next
Blizzard calls the system "in its infancy": new challenges with every content release, new perks (first in these three trees, later in new ones) and more rewards.
