In short: Booty Bay Bruiser's Buckshot is a new WoW Forever shotgun with an on-use effect no Classic weapon had: you fire and your target is knocked away, mostly upwards. It is sold by Gezzy Gunkgear, Booty Bay's new quartermaster, for 3 gold, 10 silver and 88 copper. You need level 30 and Honored with Booty Bay to buy it. The reputation is the hard part.
One detail that gets repeated wrong: it does not launch you, it launches whoever you shoot. The client spells it out: "Take steady aim and fire a round to knock your target away."

What it does on use
These are the spell values in the beta client (build 1.60.1.70205):

What it is good for, beyond the joke: in PvP, pushing someone off a bridge, a ship or a ledge; splitting an enemy from their healer; or buying distance before they reach you. With a 3-second cast and a 10-minute cooldown it is an occasional party trick, not something for every fight. The client does not say whether it works on bosses or on creatures that cannot be moved, so do not count on it.
Who it is for
As a ranged weapon it suits anyone who uses guns: warriors, rogues and hunters. It is not just a curiosity: with the level 30 data, the reference gear list puts it in the ranged slot for hunters, rogues and warriors (damage and tank). See the level 30 BiS.
Who sells it and where
Gezzy Gunkgear, Booty Bay Quartermaster, is a new Forever NPC in Booty Bay, at the south end of Stranglethorn Vale, at 28.2, 74.8. Booty Bay is neutral, so both Alliance and Horde can shop there.

Soggy Boots carry an effect with the same name, but the client does not say what it does (the server handles it).
The necklace also appears in the level 30 reference gear lists, mostly for PvP: Stamina and health regeneration help almost anyone.
How to raise Booty Bay reputation
You need 3,000 points to go from Neutral to Friendly and 6,000 more to reach Honored: 9,000 in total from Neutral.
There are two routes, according to Wowhead's Forever database.
Quests. Wowhead lists 71 quests that give Booty Bay reputation, almost all in Stranglethorn Vale. The problem in the beta, capped at level 30, is that most need a higher level: the ones you can pick up by level 30 are 14 and add up to about 1,250 points, including Supply and Demand, Investigate the Camp, Bloodscalp Ears, Singing Blue Shards, Pearl Diving and Power Stones. With the full game from November 4, the rest of the zone's quests will do most of the work.
Killing enemies. Several creatures give Booty Bay reputation when they die:

The maths is clear: with the Barrens pirates at 2-3 points a kill, Honored would take thousands of kills. At level 30, the fastest option is the level 34-35 Venture Co. workers in northern Stranglethorn (5 per kill), if your class can handle the level gap, plus whatever quests you can pick up. Bloodsail give more, but they are level 40 and up.
What not to do: killing Booty Bay Bruisers (the town guards) costs 125 points per kill. And we do not know whether kill reputation stops at a certain rank in Forever, as it did for some Classic factions: if it stops moving, switch methods.
What we do not know yet
- How the knockback behaves against bosses, elites or immovable creatures.
- What the Soggy Boots effect does.
- Whether kill reputation is capped in Forever.
- Whether Blizzard will change the requirements: it is a beta item and may change before launch.
